Because it is an otherwise realistic depiction of 18th Century Seafaring

I think Steven Spielberg had the same requirements for 'Schindler's List':

The treasure chests on board "Pirates of the Caribbean" may runeth over, but stricter rules apply to bodices.

Rob Marshall, director of the fourth installment in the swashbuckling series, has told casting agents in Los Angeles to put out a search for actresses with natural curves only, London's Daily Mail reports.

The ad specifies, "beautiful female fit models. Must be 5ft 7in-5ft 8in, size 4 or 6, no bigger or smaller. Age 18-25. Must have a lean dancer body. Must have real breasts. Do not submit if you have implants."

...and yes...

applicants will be asked to pass a test

I just pray this will not harm production of the porn version: "MILF Pirates of the Pairaboobies IX: The Reckoning of Bukkakke Bill"

Only one eye to judge with kind of messes up a fair test, doesn't it?

So, it's the 18th century, and corsets are out.

That makes sense.

Just about as much sense as expecting to find someone 5'8" and a size 4 in the 18th century that wasn't suffering from rickets.
