In the national political climate we live in today, our Lord Bush and his minions are not culpable for any crimes they may have committed.

In the wake of 9/11 all criminal activity on the part of the Bush Administration has been suspended, and the closer you are to the summit, the more impunity you have. You should not be culpable, especially if you are whitey (sorry Claude).

This means Dick need not merely wing his next hunting partner, but finish him or her off and partake in drinking the blood of his freshly vanquished human quarry.
