There are a lot of possible explanations for such an action IF that is actually what happened: from error, to panic, to anger, to a determination to shut him up.

I was under the impression the younger brother backed over the older brother.
Hmm. The surgeon on duty described him as having wounds consistent with multiple gunshots and explosives burns.

I don't see any brotherly resemblance between these two guys. If they are really brothers, mom was messing around.
the chaos at a simple house fire or an MVA (motor vehicle collision) is crazy enough. add in nighttime and you multiply by 10. now, add in the number of flashing lights, the muzzle bursts, the explosions and cloud of both gunsmoke and panic, being shot at, being left on your own at the tender age of 19 and being blinded even further by the fight or flight reflexes that drive survival without thought, and shit happens. conspiracists are going to be having a high time with this, and not one of them would be able to reliably tell you which leg they lifted first to put on their superman underoos even though in all likely hood the most dangerous thing in the room with them at the time was a hot cup of coffee.
that, of course, won't stop them from speculating their little pea brains into a lather to misdirect everyone from gun control and the fact that more gun deaths happened on friday than all those killed in boston.
the need to see evil is most revealiing in those who can't do good.
