How on earth does a governmental body like a zoning commission allow THIS kind of situation other than "we put money first!"?
That's a nursing home, two schools, and two medical facilities within a half mile (most a quarter-mile) of a potential giant bomb.

Texas is pretty much unique for this sort of thing--Texas law has made it almost impossible to prevent the siting of dangerous commercial or industrial operations almost anywhere. In Pasadena, for example, there are oil refineries butted up against residential districts. State law makes almost no distinction between residential, agricultural, commercial or industrial property for zoning purposes.
Montag is exactly right. Zoning doesn't really exist in Texas. HOAs and deed restrictions take its place in a limited fashion. At least they have FREEDOM!!!
Also, it sounds like the West fire dept. didn't pay attention to the lessons of the Texas City explosion of 1947.

The second ammonium nitrate explosion in Texas City occurred on April 17th, so, in a way, this is an unintended anniversary reenactment.
As for not paying attention, apparently the West FD didn't pay attention to the fire at the plant in February of this year, either.

this bein mavericky thing they do with laws and regulations sure is a on and off kinda thing.
maybe they should have gone to the school they just blew to hell. sounds like the school officials have had to enact emergency plans before because of this place during the school days...
