To find the states with the worst roads, usually have the worst attitude toward government.

In fairness, in many areas it is the lousy roads and other public services which produces the bad attitude toward government. In the South (I grew up in Oklahoma, which makes #5 on the list), kleptocracy which only serves the interests of the local elites and business has been the rule since the Civil War.
I was once in Vermont one Autumn and drove north from Burlington toward Canada. Roads were so-so, but not, by any means, great.
I came to a bridge that would take me across Lake Champlain into the state of New York. I hit the New York side and the first thing that came to mind was - taxes!
The difference in roads was astonishing! New York pays a lot in taxes, Vermont does not; it shows.
I recall a road trip from Austin, TX to Natchez, MS a dozen years ago, crossing Louisiana along the way. Even in the dark without looking at the roadsigns I could tell exactly where the TX-LA border was -- the roads immediately turned to shit.
