Offer a guaranteed 100 million yen (about a million bucks) to their families plus guaranteed palliative care while they die of radiation poisoning, and they'll be standing in line to volunteer. Probably cost less than a couple billion dollars for the manpower.
Bury them with their contaminated construction equipment in a deep hole, sing a sad patriotic song for the men who died for the Mitsui keiretsu, and walk away from the mess, never to return.
