Well, thank goodness his streak continues

You don't need to be much more than sentient to demonstrate that this is a bad idea.

But no bad idea ever gets past the tight-sphinctered grip of the Bush Administration:

PRAGUE, Czech Republic - Russia isn't alone in disliking the idea of basing a U.S. missile defense system in the Czech Republic and other countries on its doorstep.

Most Czechs aren't happy about the proposal, either. Recent polls in this former Soviet satellite, now a democratic NATO ally, show more than 60 percent of the public in opposition.

Not that the Czech government wasn't willing to take our money for this imbecilic proposition, but as a way to as fuel to the fire of reigniting the Cold War this was a smooth move.

Of course, if it was undertaken as a way to make the armaments industry even more perpetual, well Mission Accomplished.
