The other day, as Holden notes so thoroughly, Little Scotty went on and on about how everybody but the President was responsible for not setting the proper constructive bi-partisan tone in the Capitol and the nation at large. Scotty went on to say that Bush was going to set the proper tone in his SOTU speech.
