Former House Speaker Newt Gingrich today published a memo to Republican candidates urging them to cast the Democratic Party as the party of food stamps while calling the GOP the party of paychecks.
So it's both ill-phrased and a lie. In other words it was something said by Newt Gingrich.
Yes, Newt, the Democrats are the Party responsible for food stamps, they were passed by them, they own them. For generations, the Democratic Party has thus been the party of not letting people starve.

The Dems are inddeed the party of food stamps, but the Republicans are the party of bread and unemployment lines. Personally, I find the former much more appealing.
The Republicans are the party of the Iraq War and the Economic Meltdown.
Be we Dems are too polite to mention that stuff.

And it's not just that Newticles is a cold-hearted, lying ditch-dweller for advocating that people starve, he's now turning economics upside-down by claiming that there's no economic stimulus in providing food stamps.
Many people ask if he's lying or stupid, and I maintain, as always, that the two conditions aren't mutually exclusive.
