In 2000, Karl Rove sent Chimpy McFlightsuit and Mumbly Crashcart to Democratic States as a sign of optimism they hoped the press would pick up on.

Sending Cheney to smirk his way through Hawaii is a manifestation of this. The GOP is not winning Hawaii, but they want the publicity of contesting it as a sign of momentum.
