Militia Men

Wanted to share a letter to the editor regarding the Virginia Tech murders from the May 5th issue of The Economist:
Gun control through regulation is built into the Second Amendment to our Constitution: "A well regulated Militia, being necessary to the security of a free State, the right of the people to keep and bear Arms, shall not be infringed." Rather than an unconstitutional reduction of rights in the face of understandable popular opposition, our federal and state governments should instead give real meaning to the regulation called for by the Constitution. Citizens who wish to own guns for the purpose of supporting "the security of a free state" — the purpose of the Second Amendment — should be subject to regulatory requirements to undergo training, attend drills, and perform periodic service in a state militia counterpart to the National Guard. As in other military organizations, mental health and emotional screening would be part of the standards for militia membership, which in turn should be the qualification for keeping and bearing private arms.
Whaddaya think? I like it; but I'm sure there's something I haven't thought of.
