Of Bush literally trying to improve his standing with the public by RELYING on his speaking skills?

Bush has got that clenched jaw thing down, but I would think even his admirers (becoming rarer all the time) would admit his ability to speak is not exactly better than the weak link on the High School Declamation Team.
