Ignorant people who don't know any better and refuse to learn or people who know better but are playing to the first ignorant group?
In the case of Bill "Terri's Winkin' at me" Frist it is most definitely the latter. Trying to placate the mouth-breathers after the stem cell switch Frist openly espouses something he knows is bullshit...and unconstitutional:

Sad really, that all those cats died in vain.
