The question for poor inner city schools continues to be the obtaining and allocation of resources. Ever since the mid-1970s when the U.S. Supreme Court allowed property values to be used for Schools, essentially guaranteeing that inner city schools would suck in comparison to suburban schools, this has been the conundrum. The secret is not allowing a student or two to escape, the solution is to make inner city schools better. The "throwing money" argument is, given the $200 Billion dollar and growing expenditure on needless war, as empty as ever.
