In praising the way Houston has prepared for storms (compared to New Orleans), WSJ contributor Joel Kotkin approvingly passes on New York's Mayor Fiorello LaGuardia's famous quip (often repeated by Rudy Giuliani): "There is no Republican or Democratic way to clean streets."

But actually, there is. Democrats insist on hiring unionized city employees, giving them lifetime employment, lavish retirement packages, and lots of coffee breaks; Republicans prefer competitive bidding open to everyone.
