I'm going to say "keep fucking that chicken"

Because this is one of those times the statement is in better taste than the reality. Politics and the GOP -- always about the IMPORTANT things:
Gov. Tom Corbett scheduled a news conference for Wednesday to announce the filing of a federal lawsuit against the NCAA over stiff sanctions imposed against Penn State in the aftermath of the Jerry Sandusky child sex abuse scandal. The news conference announcing the filing in U.S. District Court in Harrisburg was set to be held at the university's State College campus.
The Penn State Football program, of course, was sanctioned for turning a blind eye and deaf ear to a lengthy period of sexual abuse toward minors by Jerry Sandusky.

Corbett was on the Board of Regents of PSU as well as Pennsylvania Attorney General during a period of time in which Sandusky was not prosecuted.

Naturally therefore, the blame is on the NCAA.

PSU deserves responsibility for letting this happen and continue under its watch, but that is what civil and criminal courts are for.

By what right does the NCAA (a corrupt institution in its own right) also get to take a bite out of the apple? The fine and restrictions the NCAA imposed will not be paid by the university, it will be paid by the taxpayers who trusted the university's officials to do the right thing, and athletes, students, and alumni who have to live with what happened at their beloved school.

Well, if the taxpayers end up having to pay for their leaders' mendacity and ethical transgressions, maybe they won't be so quick next time to vote the corrupt and unnecessarily expensive fuckers into office.

That said, Penn State is (paraphrasing what was once said about the Prussians) a football team in search of a university.
