A Washington-based research group says two BP refineries in the U.S. account for 97 percent of "egregious willful" violations given by the Occupational Safety and Health Administration.
I would guess the rest go for Massey run mines in West Virginia.

Massey's mines are regulated by MSHA (Mine Safety etc, etc), but yes, the comparison still stands.

when did the idea of corporate "voluntary compliance" become so commonplace and accepted? what kind of an idiot thinks industry can be relied upon to be self regulating? even obama buys into the pretense.
what's the profit margin on that?
Work in mines and around rigs is just well, dangerous. That's why it pays well. Like combat pay. Regulations help, but they can never make enough of them to save everyone.
